The incumbent will work as a member of the Construction & Valuation Section of the Roanoke Regional Loan Center (RLC). The incumbent of this position is responsible for oversight duties for an assigned multi-state geographic location. The incumbent of this position is responsible for desk reviews of appraisals of residential properties for the purposes of loan origination, liquidation, partial release of security, VA owned property sales or loss, and damage estimates to ensure the accuracy of the final values. Performs post audit desk reviews of appraisals performed by VA fee panel appraisers and Notices of Value issued by VA Staff Appraisal Reviewers under the Lender Appraisal Processing Program (LAPP) and Servicer Appraisal Processing Program (SAPP) nationwide. Responsible for a full range of construction and valuation matters affecting the VA Home Loan Program, including handling construction complaints. Performs oversight field review work of appraisals and compliance inspection reports in an assigned geographic area. Some occasional overnight travel is required. Locates comparable real estate's sales information that is not readily available. Applies and correlates the basic valuation approaches and modifies and adapts standard appraisal techniques to determine the accuracy of the property value estimation. Performs field reviews of appraisals performed by fee-basis appraisers and LAPP Notices of Value issued by lender Staff Appraisal Reviewers (SAR). Acts as the RLC liaison with lender SARs by providing counseling, advice, and instruction in matters involving the LAPP program. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

GS-9:
Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the federal service that equipped the applicant with knowledge, skills and abilities (KSA's) to perform successfully the duties which include performing technical and/or appraisal assignments that involve examining loan programs, the provisions and applications of regulations, decisions, procedures, legislation and other guidelines governing the various loan program functions in specific phases of loan program activities, or assisting in the preparation of non-complex residential appraisal reports and a full range of standard and non-standard assignments resolving a variety of non-recurring mortgage loan/grant problems; or preparation of non-complex residential appraisal reports; or performing activities supporting day-to-day operations including analysis/research and resolving issues related to the administration of mortgage or other financial products or activities; or communicating and assisting external parties such as issuers, contractors, or industry participants in regards to mortgage or financial related activities. . Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned (Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the grade of GS-09). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify You will be rated on the following Competencies for this position:
COMPETENCY 1. Ability to read, understand interpret and apply rules and regulations from directives, manuals, and oral or written instructions. COMPETENCY 2. Ability to learn and correctly employ sound realty appraisal principles in reviewing work produced by fee appraisers to determine validity of reports and use of data developed as a basis for issuance of Notices of Value. COMPETENCY 3. Ability to effectively communicate orally and in writing with individuals having a variety of back grounds and levels of understanding, including veterans and persons in all sectors of the housing industry, and individuals who may be upset, hostile or unreceptive. COMPETENCY 4. Ability to analyze laws, regulations, various data and information, and apply sound judgment when issuing or reviewing a Notice of Value. COMPETENCY 5. Ability to work independently, including the ability to organize work, establish priorities, meet deadlines, apply judgment, maintain complete and accurate records and use own discretion. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The work is sedentary. Typically, the employee may sit comfortably to do the work. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
