DEFINITION OF POSITION The Director of Community Based Services is responsible for developing, supervising, and managing the activities of all Community Based Services offered by the agency.
This includes but is not limited to the following:
Outpatient Therapy, Family Engagement and Families Together, Intensive In-Home Services, Intensive Care Coordination, Telepsychiatry and Family Partnership Meetings.
These services are offered in the organization's various offices.
In addition to carrying out these leadership responsibilities, the Director will serve as the agency's primary assessment and targeted intervention specialist.
Although not typically providing traditional outpatient therapy in the Director role, the individual hired for this position will work alongside other CBS team members to complete important clinical assessments for community partners (e.
g.
, IACCT, Parental Capacity, DD Capacity Evaluations, substance abuse, etc.
), and continuously gauge needs for additional assessment services across DePaul's footprint.
The Director will also help advance DePaul's use of new and innovative evidence-based clinical interventions, as warranted, to more comprehensively address the unique needs of the children, individuals, and families served across our agency divisions.
In response to the emotional burden increasingly complex cases are placing on front line staff, leadership has already initiated formal integration of CBS team members in facilitating staff self-care and peer support across programs.
The CBS Director should continue to build upon these pro-active staff support efforts.
Provision of direct clinical services such as assessments or certain time-limited, evidence-based interventions will constitute approximately 50% of Director time.
ORGANIZATIONAL RELATIONSHIP The Vice President of Child and Family Services will supervise the Program Director.
The Director of Community Based Services will supervise program staff directly or through other program staff.
PRIMARY RESPONSIBILITIES Maintain responsibility for all program activities in the offices where the services are offered.
Develop and implement all program policies and procedures.
Update program policies and procedures based on guidance from licensing/professional bodies such as the Virginia Department of Mental Health, ID/DD and Substance Abuse, Human Rights Committees, Medicaid regulations and other regulatory/best practice sources.
Pursue targeted expansion and evidence-based enrichment of the CBS program in local offices; always to address identified service gaps and in close consultation with other agency staff.
Conduct key clinical assessments for community partners across DePaul's service localities.
Strengthen DePaul staff self-care and peer support through CBS programming.
Interface with referral sources and partnering agencies.
Provide information, follow up, and community education to referral sources.
Approve or delegate the approval of all intakes, admissions, and case assignments.
Assign or delegate assignment of cases based on clinician availability, proximity, and expertise.
Provide consultation to staff and outside agencies.
Work with regional trainers to ensure appropriate staff onboarding and training.
Provide supervision and crisis intervention guidance (on rare occasions outside of office hours).
Collaborate with CFO and Finance Director to develop, implement, and operate program within budget.
Provide oversight of all client files including collaboration with the Q.
I.
Department.
Recruit, interview, hire, and orient new staff members to program policies and procedures, agency policies and procedures, and paperwork requirements for Finance and Human Resources Departments.
Complete required Human Resource Department information on staff and forward paperwork accordingly.
Complete an annual performance evaluation for each supervisee as requested by Human Resources.
Meet all program and agency reporting and paperwork deadline requirements.
Follow program policies and procedures as well as agency personnel policies and procedures.
Participate in regularly scheduled supervision with the V.
P.
of Child and Family Services Participate in regularly scheduled Division Leadership Team Meetings and other agency committees as requested.
Perform other duties as may be assigned.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES Thorough working knowledge of the social, economic, health and/or disability concerns or problems of an individual and the family within the community; thorough knowledge of community resources and methods of the helping process; thorough knowledge of individual and group behavior; demonstrated abilities include:
the ability to assess client and family needs; assess the abilities of individuals and families to utilize DePaul and community services; excellent problem solving ability and organizational skills; have working knowledge of the rights, responsibilities and differences of others; ability to work effectively with clients and families receiving services toward self-sufficiency; ability to plan, prioritize, and organize work; ability to understand, implement and interpret policies and regulations; ability to implement complex policies and procedures based on changing statutes and regulations, thorough ability to plan and communicate and establish effective working relationships with clients, co-workers, social service agencies and the general public; ability to prepare effective reports and maintain records; working knowledge of various computer applications; ability to work independently or as a team member; ability to work under deadlines and to handle crisis situations; ability to supervise and consult with professional staff; ability to provide strong leadership to staff and establish good working relationships with clients, other community professionals and staff employed by local departments of social services; ability to establish supportive relationships with program staff; ability to provide constructive feedback to staff when necessary.
TRAINING, EDUCATION AND EXPERIENCE Requirements for this position would include a master's degree with licensure as a LPC or LCSW preferred with a minimum of five years' experience providing services to children and families.
SPECIAL REQUIREMENTS The applicant must submit prior to hire a current DMV driving record and possess a driving record that complies with DePaul Family Services Personnel Policies.
A DMV driving record must also be maintained after hire according to agency personnel policies.
Must be willing to have a criminal and child protective services background report conducted upon hire.
The applicant shall not have been convicted on any barrier crime(s) on the criminal background report and the applicant will have no founded disposition of child abuse or neglect as documented by the Child Protective Services background report.
Person must have a PPD test or chest x-ray screening completed indicating the absence of TB.
In addition, verification of educational degree will be needed.
Must be available to staff outside of normal work hours on rare occasions when crises arise, which could include nights or weekends.
Since DePaul does not specialize in crisis intervention services, any unscheduled emergency response is usually conducted by phone.
Must have and use personal transportation and be available to travel throughout service area.
The person must be able to occasionally lift a minimum of 25-30 pounds.
WORK ENVIRONMENT Work typically occurs in an agency or home office setting and requires the ability to juggle multiple responsibilities and tasks.
Person must be able to use computers, telephones, copiers and other office equipment.
Position requires ability to maintain a flexible schedule and to travel to various localities across DePaul's services footprint as warranted to adequately support program staff, coordinate with other agency leadership, and conduct any in-person assessments or services.
This role also allows for a substantial amount of remote work and independence.
