Overview:
PRIMARY FUNCTION :
Under the supervision of the 21st Century Coordinator, the Site Manager has the responsibility for the coordination and implementation of the 21st Century Program: supervising personnel, activity assistants, tutors and volunteers; the care and upkeep of the school; community relations, specifically our enrichment community partners.

_PROGRAM DEVELOPMENT AND IMPLEMENTATION_
Create annual written program objectives compatible with the mission and goals of Roanoke City Public Schools based on an annual assessment of student and community needs. Inform staff and school administration of these objectives. Utilize these objectives as the basis for planning the programs and activities to meet these needs.
Effectively plan, implement and provide leadership for small and large group programs and activities in all core service areas, which address the developmental needs, interests and characteristics of students.
Ensure that an annual evaluation using the 21STCCLC survey(s) is completed by teachers and parents.
Review program plans, expectations and accountabilities regularly with individual staff.
Ensure that program staff supervise program areas to assure the safety and participation of students during academic remediation and during scheduled activities and programs.
_COMMUNITY RELATIONS_
Develop partnerships with parents, community leaders and organizations, particularly the community partners who have agreed to offer enrichment workshops through the grant.
In agreement with regular school day administration, develop and implement a recruitment plan targeting students in need of remediation.
A schedule of seasonal program activities is produced and distributed.
Parent Nights are planned and implemented and in partnership with the school when applicable.
A community advisory council, consisting of school administration (i.e., principal, instructional coach and/or guidance counselor), teachers, program staff and community partners is formed and meets quarterly to discuss program goals, opportunities and needs.
_ADMINISTRATIVE FUNCTIONS_
Submit membership and program data to the 21st Century Coordinator on dates requested. Participate in 21st Century regular reporting to the Department of Education.
Keep up to date membership records & information, staff records & information, program files & books, transportation, snack & homework logs and academic, attendance & discipline data.
Monitor staff timesheets and submit payroll to the 21st Century Coordinator, bi-monthly.
Ensure Community Partner sign in logs are up-to-date and accurate.
_POLICY IMPLEMENTATION_
Ensure all staff are aware and understand organizational goals and policies.
Establish site programs, activities and services that prepare students for success and create an environment that facilitates achievement of academic outcomes.
_STAFF SUPERVISION_
Effectively supervise, train and evaluate staff.
Provide staff with the employment agreement, performance standards and job description. Ensure these documents are understood and signed prior to their start date.
Meet with staff regularly for the purpose of discussing and coordinating program plans, evaluating programs, activities & safety, and/or participating in in-service training.
Regularly observe and give timely feedback to staff regarding their performance; recognize positive performance. Conduct annual performance assesments based on performance standards.
Conduct basic orientation for new staff during the first 30 days of employment. This includes job responsibilities, organizational goals/policies, community partnerships, and 21st Century objectives as outlined in the grant.
Follow personnel policies for hiring, terminations and evaluations.
_FACILITY MANAGEMENT_
A written maintenance and cleaning schedule is used to direct and verify ongoing maintenance and cleaning tasks. Grounds, building and all program areas are free of graffiti and litter. Daily site checks are performed as outlined in the end of the day checklist.
Conduct routine inspections to assess and modify maintenance and safety needs. (A written plan of action is implemented to handle problem areas.)
Ensure all equipment is in good condition. Safety precautions, including the proper use of technology, are conspicuously posted. Oversee member instruction of proper and safe use of equipment. (including playground safety) Notify appropriate personnel of equipment needing repair. (Supplies and equipment are properly secured.)
Ensure the space in the school used for 21st Century programming is in compliance with all local codes, safety, health and fire. An evacuation plan is posted in each area. Emergency exits are appropriately designated as per local building codes. Staff is trained to implement emergency procedures.
Ensure staff are trained in First Aid and CPR. (First Aid supplies are maintained and consent to treatment forms are included in the site manual.)
Monitor program areas to ensure they are safe, well ventilated and well lit.
_MARKETING_
Post the daily schedule in the 21st Century CLC Office Area.
Provide appropriate information for advertising and promotion through flyers, mailings and media.
_SUPERVISION OF VOLUNTEERS_
Assist with volunteer training, direction and responsibilities. Ensure they understand the program goals.
Volunteers are required to sign the volunteer agreement and standards of behavior agreement, given an orientation and proper paperwork and forms are collected for background checks.
_RELATIONSHIPS:_
Internal : Maintains close, daily contact with professional staff to interpret and explain 21st Century mission, program objectives and standards, discuss issues, and provide/receive information. Maintains close contact with the 21st Century Coordinator and has contact with members as needed to discipline, advise, and counsel.
External : Maintains contact with external community groups, school administration (advisory council), members' parents and others to assist in resolving problems and to publicize the after-school program.
This position is approximately 35 hours per week.
Roanoke City Public Schools is an urban school division serving a k-12 student population of 13,100 in 17 elementary schools, 5 middle schools, 2 senior high schools, Forest Park Academy, Noel C Taylor Learning Academy, and Roanoke Valley Governor's School. A staff of 2,100 is employed in the division.

Qualification:
_SKILLS/KNOWLEDGE RECOMMENDED:_
Bachelor's degree from an accredited college or university, or equivalent experience
A minimum of three years work experience in an RCPS after-school program or similar organization. Capable of planning and supervising activities based on the developmental needs of young people.
Thorough knowledge of child development.
Demonstrated ability in working with community organizations.
Demonstrated ability in personnel supervision, facilities management, and the recruitment and retention of key personnel.
Strong communication skills, both verbal and written.
Ability to recruit, train, supervise, and motivate staff.
Ability to deal effectively with members' discipline problems.
Demonstrated leadership skills.
